If you need to test in a bash script if a file exist you can launch the following command.

if [ -f /tmp/dnsmasq_leases.log ];then
         echo "The file exist"
 else
        echo "The file doesn't exist"
 fi

Note if the file exist , but , is empty this also test true and tell you that the file exist
